Over 60 years' development of metallurgical and chemical industry has turned Qingshuitang Industrial Zone into a brownfield contaminated by heavy-metals notorious in Hunan Province or even around the entire country. The environmental pollution in the area is endangering the health of residents and the safety of drinking water in the middle and lower reaches of Xiangjiang River. Over the years it has caused a series of livelihood, economic and social issues. Pollution remediation of Qingshuitang Industrial Zone has become an urgent need for improving the local people's livelihood and eliminating the water pollution problems of Xiangjiang River. In order to combat the long-standing pollution and improve the soil quality of Qingshuitang, improve the water quality of Qingshuitang and the entire Zhuzhou City, as well as renovate the local ecologic environment, the government proposes to undertake the risk-based brownfield remediation of the key industrial zones in Qingshuitang under the support of World Bank loans and advanced international brownfield remediation technologies. The project will be managed by the Project Management Organization (hereinafter referred to as“PMO”) of the Zhuzhou Municipal, and be implemented by the Zhuzhou Recycling Economic Investment and Development Group Co., Ltd (hereinafter referred to as “ZREIDC”) through the Project Implementation Unit ( hereinafter referred to as “PIU”), PIU will be overall responsible for the implementation of the project as the project client. This contract is a part of the world bank loan project (hereinafter referred to as "the project") of zhuzhou brownfield remediation project. As the executing agency of the project, zhuzhou circular economy investment and development group co., LTD. (hereinafter referred to as "zhuzhou circular economy group") intends to use part of the loan for environmental supervision and consulting services of the project. The expected contract term of this contract is two months after the completion and acceptance of all projects, and it is scheduled to start in September 2019. The executive office invites qualified supervision companies to express their interest in providing relevant engineering supervision consulting services. Interested consultants should provide relevant materials to prove that they have the relevant qualifications and relevant experience to be competent for this service, including but not limited to: resume, basic introduction, and description of relevant achievements in recent years. The evaluation principles are as follows :(1) domestic bidders shall have independent legal person qualification and qualification for environmental supervision of municipal public works; (2) for similar environmental supervision performance in recent five years (from January 1, 2014 to the date of contract signing), performance certification materials, such as copies of contract signing, should be provided. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits Grants] by World Bank Borrowers, January 2011 and Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with each other in the form of a joint venture or of a sub-consultancy agreement to complement their respective areas of expertise. Project Background Qingshuitang Industrial Zone in Zhuzhou City is an old industrial zone base invested and built by the state in the 1960s. The leading industries are lead and zinc smelting and heavy chemical industry. The development history of metallurgical industry for more than 60 years has made Qingshuitang Industrial Zone a famous heavy metal contaminated area in Hunan Province and even in the whole country. Local environmental pollution endangers the health of residents and the safety of drinking water in the middle and lower reaches of Xiang River. Over the years, it has caused a series of problems in people's livelihood and economic and social development. The pollution control in Qingshuitang Industrial Zone has become an urgent need of improving the local livelihood and eliminating the hidden danger of Xiang River water pollution. In order to thoroughly control the pollution left over from Qingshuitang, effectively improve the regional soil environment, build up a better water environment of Qingshuitang and even the whole Zhuzhou city, and restore the ecological environment within the region, the government will implement Zhuzhou Qingshuitang Brownfield Remediation Project in Zhuzhou Qingshuitang region by using World Bank-financed loans and drawing on international technologies. The scope of the implementation of World Bank-financed Qingshuitang Brownfield Remediation Project is within Qingshuitang Industrial Zone, Shifeng District, Zhuzhou City, Hunan Province, with Xiangtian Road in the east and Beijing-Guangzhou railway in the west. From the west to the east, the northern boundary covers the planned Fahua Avenue, the planned Huanbao Avenue, the current Qingshui Road, the current Qingxia Road, the current Tongxia Road, the current Zhuzhou Smelter Group and the Exterior Wall Section of CNSG Hunan Zhuzhou Chemical Industry Group Co., the planned Huaping Road, the planned Zhicheng Road and the planned Fahua Avenue. The southern side is adjacent to Xiang River. The total area is 8.48 km2. The estimated total investment of the project is about 245 million US dollars (including reserve funds and interest), of which the World Bank loan amount is 150 million US dollars. This project mainly includes the following four parts: Part I-Remediation of Contaminated Plots: Cleanup and Remediation Activities for Contaminated Plots and Scattered Bare Plots in Residential Areas, including: (a) site preparation; (b) material transportation (including necessary transportation road construction); (c) soil and sediment treatment; (d) remediation of contaminated soil plots, ponds and canals; (e) clean-up of industrial waste residues; and (f) soil replacement works in bare soil areas in residential areas. Part II-Relevant Remediation and Treatment Works: Construction and Upgrading of Relevant Remediation and Treatment Facilities Required for Pollution Control, including (in particular): (a) Dewatering site; (b) stabilization and solidification equipment; (c) wastewater treatment facilities; (d) construction of industrial solid waste landfill sites in the project area. Part III-Capacity Building and Knowledge Management: This part will provide Shifeng District of Zhuzhou City with the following support: the implementation of research topics related to the project and capacity building activities, public consultation, brownfield restoration management and development planning, compliance building of environmental quality and industrial pollution, including the establishment of environmental protection information and demonstration centers. Part IV-Project Management, Monitoring and Evaluation: This part supports the Project Office and the Executive Office to strengthen their management capabilities through training, research visits and external consulting services, including: (a) project management capacity building; (b) project management; (c) external environmental and social monitoring. II. Terms of Reference for Environmental Supervision 1. Objectives, scope and phases Environmental supervision is an important means to ensure the effective implementation of (EMP) Environmental Management Plan. The goal of environmental supervision is to fulfill the obligation of environmental supervision and to serve the project independently, fairly, scientifically and effectively. The project aims to implement comprehensive environmental supervision. It shall be ensure that the project complies with domestic laws, regulations and policies, technical standards and specifications of World Bank, as well as approved design documents, bidding documents and supervision and construction contracts, and meets all environmental protection and management requirements in design, construction and operation. Through the application of scientific methods, the Qingshuitang brownfield restoration and reconstruction project takes into consideration the requirements for environmental supervision during project preparation, project construction and project completion acceptance, and approaches the environmental supervision for the whole process of restoration/reconstruction in a scientific manner. 2. Contents of environmental supervision (1) Environmental supervision before construction: After being entrusted by the construction undertaking party, environmental supervision organization shall timely carry out data collection and on-site surveying.
