1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水17-2气田开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred toas “the Tendering Agent”), entrusted by CNOOC China Limited. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Lingshui 17-2 Gas Field Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

规格：

立管顶部硬线连接电缆、接线箱及其配套设施，立管顶部硬线连接感应器、中部和底部的ROV可回收传感器及其配套设施。

Specification:

Hardwired cable, junction boxes and relevant equipment, Hardwired sensors and ROVretrievable sensors at the middle point and TDZ of the riser.

2. 对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

（1）资格要求

Requirements for Qulification of Bidder

A．投标人通过ISO9001质量体系认证，并提供有效的质量体系认证证书；

The bidder of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.

B．投标人应为所投货物的制造商。本次招标不接受代理商投标。

The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

（2）资质要求及证明文件

Requirements of Certificate of Bidder

A．产品认证证书Certificate of Product Certification

投标人承诺提供的产品认证证书需包含第三方认证。第三方认证应从以下的认证机构中选择：ABS、Lloyd’s、DNV、BV、CCS。

The product certificate promised by the bidder shall include third party certification. Third-party certification shall be selected from the following certification organization：ABS、Lloyd’s、DNV、BV、CCS.

（3）业绩要求：

Requirement for Bidder's reference:

2008年1月1日至投标截标日，投标人提供的立管监测系统须至少有2套在海上油气生产装置的钢悬链立管（SCR）上的应用业绩（合同签署时间为业绩时间）。投标人须提交有效的业绩表和相关证明文件（1.合同复印件相关章节，和 2.用户现场调试报告或用户使用证明或用户验收证明）。

From January 1, 2008 to the bid closing date, the riser monitoring system provided by the bidder shall have at least two sets of application performances on the steel catenary riser (SCR) of offshore oil and gas production plants (the contract signing time is the performance time). Bidders shall submit valid performance statements and relevant supporting documents (1.Relevant chapters of copies of contracts, and 2. User's on-site debugging reportor user's use certificate or user acceptance certificate).
